Minister Frances Fitzgerald will meet opposition parties before holding a news conference on the referendum
The wording of the proposed amendment, which is aimed at strengthening the rights of children, is to be published at a news conference at 11.30am.
The Government is hoping there will be all-party support for the proposal, however that largely depends on exactly what the proposed wording is.
Opposition politicians have complained that they a final draft of the text and will not be able to suggest changes.
However, Government sources said both Fianna Fáil and Sinn Féin were consulted on the wording twice in recent months.
The referendum will take place on 10 November, only the second time a referendum has been held on a Saturday.
The last such occasion was the second vote on the Nice Treaty in 2002.
